Programs
Programs of the Yukon Lottery Commission are administered from a central storefront location under stewardship of the commission. The staff provides up-to-date sales and revenue reporting, together with factual planning activities of the Western Canada Lottery Corporation for consideration in planning of funding programs and distribution of revenue. This enables the Commission to monitor and evaluate all areas of responsibility and to plan effective and efficient systems and programs to respond to changing needs of retail and of recreation beneficiaries, based on current financial and demographic information.
Programs administered from the Yukon Lottery Commission location encompass the mandate to conduct and manage public lotteries and for allocation of profits of public lotteries within the authority provided by the regulations. Generally, these programs or services include public information and service centre, licensing and servicing of retail network, Municipal and Community Local Authority funding, and applicant funding programs for travel assistance for eligible applicants, and eligible non-profit societies for special projects.
Retail Program
As agent for Western Canada Lottery Corporation, the public lottery network is managed and administered by the Yukon Lottery Commission. Responsibilities include the licensing of retail locations, training of retail staff, distribution of lottery tickets, supplies and sales aids, and technical and operational support.

Licensed Locations: There are currently 37 licensed retail locations: 19 in Whitehorse and 18 in rural Yukon , including Carcross, Teslin, Watson Lake , Faro, Dawson City , Mayo, Pelly Crossing, Carmacks, Haines Junction and Beaver Creek.

Employment: Retail locations employ approximately 300 persons who serve lottery customers.

Earnings: Retailers earned revenue totaling $438,838 as commission on sales in 2006-07.

Service industry: Northwestel provides telecommunications services to Yukon . Technicians provide installation, repair and maintenance for the retail network. . Technicians who are stationed in Dawson City , Watson Lake and Whitehorse are dispatched to respond to service requirements of the network, or perform regular maintenance in communities during regular scheduled visits. Telecommunications costs are a direct expense to the Western Canada Lottery Corporation who in turn expense Yukon . $3332,918 was charged for telecommunications in 2006-07.
Western Canada Lottery Corporation assets, ticket inventory and supplies are shipped into Yukon and throughout the Yukon by local freight and delivery companies. $11,444 was expensed to freight costs in 2006-07.
Allocation of Revenue Programs
As authorized in Public Lottery Act Regulations Section 2(1)(b), and through an agreement with the Minister, the Yukon Lottery Commission provides 48% of revenue available for distribution to supplement Government of Yukon under sections 21, 23, and 24 of the Recreation Act and under sections 15 and 16 of the Arts Act. The current agreement is for a three year period ending March 2009. Access to funds is through an application process for core funding of Sport Governing Bodies and Arts Bodies, and also for elite/advanced funding administered by Government of Yukon.

The Yukon Lottery Commission contributed $400,000 in 2006-07 to supplement Government funding under provisions detailed in the Recreation Act:

$223,000 to the 25 Sport Governing groups and 6 Recreation groups who are recognized in the Recreation Act representing approximately 36% of the $623,200 funding to those groups, and

100% of the $47,000 for Elite Athlete/High Performance Program funding for 16 athletes and 3 coaches and officials, and
-
$130,000 for core funding to Sport Yukon, the umbrella organization for approximately 31 volunteer non-profit sport and recreation groups.

The Yukon Lottery Commission contributed $245,000 in 2006-07 supplemental to Government of Yukon funding under provisions detailed in the Arts Act.

$180,000 contribution represents 40% of funding to 20 Arts Groups supplemental to Government of Yukon, and
-
100% of the $64,900 allocated to support the Advanced Artist Award program. The Arts program generated 81 full time administrative and artistic jobs and 361 part-time positions. More than 800 events were presented with a total audience attendance of over 57,000.
Copies of minutes of the Yukon Recreation Advisory Committee detailing recommended allocations are forwarded to the Yukon Lottery Commission together with subsequent approvals of the Minister. Claim of funds is through invoice by the appropriate department with attached detail of expenditure in relation to the original approvals.
