Section 12 of the Public Lotteries Act states: "The commission is responsible for the conduct and management of public lotteries and, subject to the regulations, the allocation of the profits of public lotteries".
The Public Lottery Regulations state:
Section 2 (1) "The Yukon Lottery Commission may pay the profits of public lotteries as grants
(a) to local authorities, municipalities and recreation or arts organizations for recreation or arts purposes;
- To the Minister for the Recreation Act and the Minister for the Arts Act for expenditure under sections 21, 23 and 24 of the Recreation Act and under sections 15 and 16 of the arts Act; and
- To other arts and recreation projects
- The amount or the formula for determining the amount of a grant under subsection (1) shall be determined by the Yukon Lottery Commission ."
MISSION / OBJECTIVES OF THE YUKON LOTTERY COMMISSION
The stated mission statement / objective of the Yukon Lottery Commission is:
To consolidate and increase the efficiency of all aspects of the Yukon Lottery Commission operations designated in the legislative mandate;
- by achieving maximum profits through the efficient management of public lotteries in the Yukon .
- by utilizing lottery profits for the benefit and development of sports, arts, culture and recreation in the Yukon .
- by ensuring that all eligible Yukoners have equal opportunity to apply for grants, and that grants are allocated in a consistent manner.
CURRENT STATUS RE OBJECTIVES:
In order to meet current recreation needs of Yukoners, objectives have been met in the following manner:
- All lottery mandates administered from central agency under stewardship of Y.L.C.
- Revision of criteria and guidelines for access of applicant funding to reflect identified needs of volunteer recreation groups for extraordinary projects, equipment costs and travel costs.
- Devolution of revenue distribution to community local authorities for simple access and local prioritization. Devolution of revenue distribution to YRAC to ensure funds are available to meet ongoing costs of volunteer organizations for support staff and ongoing programs – providing consistency in funding levels and standardized access for groups.
