Paragraph 207(1) (a) permits lotteries to be conducted and managed by a province, either alone or in conjunction with another province. 
Section 207 states:

(1) Notwithstanding any of the provisions of this Part relating to gaming and betting, it is lawful (a) for the government of a province, either alone or in conjunction with the government of another province, to conduct and manage a lottery scheme in that province, or in that and the other province, in accordance with any law enacted by the legislature of that province.

Yukon Lottery Commission

The Yukon Government established the Yukon Lottery Commission in 1986 as the government agency responsible for the conduct and management of public lotteries in Yukon.  Legislation was enacted that mandated the proceeds of public lotteries to enhance and support the development of Sport, Arts and Recreation at all levels and to supplement and not replace existing Government commitments.

The Public Lotteries Act, section 12 states:

The Yukon Lottery Commission is responsible for the conduct and management of public lotteries, and subject to the regulations, the allocation of the profits of public lotteries.
In the Act, “Public Lottery” means a lottery scheme conducted pursuant to an agreement under section 11:

The Executive Council Member may with approval of the Commissioner in Executive Council, enter into agreements with the government of any province or any agency of the government of any province for the purpose of undertaking, organizing, conducting and managing public lottery schemes.

Western Canada Lottery Corporation

The Yukon, along with the Northwest Territories and Nunavut, is an affiliate member of the Western Canada Lottery Corporation (WCLC).
WCLC is one of the five regional marketing organizations within the national Inter-provincial Lottery Corporation.  Other regional corporations include:

Atlantic Lottery Corporation       British Columbia Lottery Corporation.
The voting members of the Western Canada Lottery Corporation are the governments of Manitoba, Saskatchewan and Alberta. 

The Western Canada Lottery Corporation is responsible for designing and establishing lottery schemes, administering those schemes by paying out prizes, conducting the lotteries, distributing tickets and providing reports to the members.  The role of the Yukon Lottery Commission as an affiliate member is defined in Tri-Partite Agreement, 1988.

Tri-Partite Agreement, 1988

The Public Lotteries Act, section 13. (1) states:

The Executive Council Member may, with the approval of the commission, enter into agreements providing for the provision of services to the commission respecting the conduct and management of public lotteries, and (2) an agreement under subsection (1) is binding on the commission.
In 1988, the Government of Yukon, Western Canada Lottery Corporation and Yukon Lottery Commission resolved that the Commission would assume responsibility as the lottery service provider for the Yukon.  This was formalized by tri-partite agreement.  This agreement designated the commission as the agent of WCLC for the purposes of marketing and distributing lottery schemes and details the roles and responsibilities of the commission, including appointment of a General Manager as representative of the commission.

Prior to 1987, the Yukon Lottery Commission contracted for service required to      market and distribute lottery schemes on behalf of WCLC.

A move to directly operate the lottery business changed the requirements of the commission to have a complement of staff that was clearly accountable to the Commission through a General Manager.
